Pet Travel to and from Ukraine: A 2026 Checklist
A route-by-route checklist for travelling with a dog, cat or ferret, including microchips, rabies documents, border controls and airline rules.

Last reviewed on 29 September 2026. Pet-travel rules depend on the direction of travel, the country of origin, the destination, the transit route and the carrier. A document that is enough for entry into Ukraine may not be enough for the return journey to the European Union, so plan the complete route before booking.
Start with the route, not the flight
- List every country of origin, transit and destination, including the border crossing or airport used for entry
- Confirm the current veterinary requirements with the competent authority for each country
- Check the airline, rail or coach operator's separate booking, carrier and size rules
- Allow enough time for identification, vaccination, any antibody test and certificate issuance
The owner or an authorised person should normally accompany a non-commercial movement. If another person travels with the animal, prepare the required written authorisation and check the timing rules that link the owner's journey to the pet's journey.
Entering Ukraine with a dog, cat or ferret
For a standard non-commercial entry, the animal must be individually identifiable. This normally means a transponder that complies with ISO 11784 and uses HDX or FDX-B technology and can be read by an ISO 11785 reader. A clearly readable tattoo applied before 3 July 2011 may qualify in the cases recognised by the official rules.
- Microchip or qualifying pre-July-2011 tattoo
- A valid rabies vaccination administered after the animal was identified
- At least 21 days after a first rabies vaccination before travel, unless an applicable rule expressly provides otherwise
- A rabies-antibody titration result of at least 0.5 IU/ml where the Ukrainian entry rules require it
- The required veterinary certificate and supporting vaccination and laboratory records
The Ukrainian authority currently publishes a specific timing window for the antibody test and separate conditions for young animals, groups of more than five pets and animals travelling for competitions, exhibitions or sporting events. Do not infer an exemption from the animal's age or origin: confirm the live rule with the State Service of Ukraine before departure.
Leaving Ukraine for the European Union
EU entry has its own sequence: identification must precede the rabies vaccination, the vaccination must be valid, and an EU animal-health certificate is generally required for entry from a non-EU country. The certificate is accompanied by a written declaration that the movement is non-commercial and is subject to the EU's validity and entry-point rules.
A rabies-antibody titration test may also be required depending on the country from which the animal enters the EU and the applicable listing. The blood-sampling date, approved laboratory and waiting period matter. Use the European Commission's current country classification rather than assuming the rule from an earlier trip.
- Use a designated travellers' point of entry where the documents and identity can be checked
- Keep the original certificate, laboratory report and vaccination record with the traveller
- Treat more than five animals as a special case unless an eligible competition or event exception applies
- Check destination-specific treatment requirements, including any tapeworm treatment rule
Transport rules are a separate layer
Border eligibility does not guarantee carriage. Airlines and ground carriers set their own rules for advance reservations, cabin or hold transport, breed restrictions, carrier dimensions, total weight, seasonal temperature limits and airport handling. Obtain written confirmation from the carrier and keep it with the booking.
A practical preparation timeline
- As early as possible: verify the complete route and have the microchip scanned
- Before vaccination or testing: confirm that the chip number is recorded consistently on every document
- Months before travel where required: arrange the rabies-antibody test and observe the applicable waiting period
- Shortly before departure: obtain the current official certificate and complete any time-sensitive treatment
- Before booking closes: reconfirm the animal's reservation and carrier requirements
Housing after arrival
A pet-friendly building is not automatically a pet-friendly lease. Before paying a deposit, confirm the landlord's written consent, any building rules, the inventory and condition record, and responsibility for damage or additional cleaning. These details belong in the lease, not only in a message thread.
Treat veterinary entry rules, carrier rules and housing rules as three separate checks. Passing one does not satisfy the others.
