Address Registration in Ukraine for Foreign Residents

When a foreign resident must register an address in Ukraine, which documents are normally required, and what to do if the deadline has passed.

Registering your place of residence is a separate compliance step after receiving a Ukrainian residence document. It records the address at which the authorities can formally associate you with a territorial community; it does not create or extend your immigration status.

Who needs to register an address

The obligation covers foreign nationals and stateless persons who lawfully reside in Ukraine on documents such as a temporary residence permit, permanent residence permit, refugee certificate or another qualifying protection document. A parent or legal representative must also register the address of a child under 14 where the statutory obligation applies.

The 30-day deadline

A foreign resident must normally register or declare their place of residence within 30 calendar days after receiving the relevant residence document. The same 30-day period applies after deregistration from a previous address and arrival at a new place of residence.

If the deadline has passed, the registration authority may direct the foreign resident to the territorial office of the State Migration Service for the applicable administrative procedure. We check the sequence, help coordinate payment of any fine and prepare the address-registration filing.

Documents normally required

  • A valid temporary or permanent residence card, or another qualifying residence document
  • The foreign resident's passport and a certified Ukrainian translation of the personal-data page
  • The application completed for the registration authority
  • Documents confirming the right to reside at the address or the owner's authority and consent, as applicable
  • The property owner's passport and documents confirming ownership
  • A notarised power of attorney where an owner or applicant is represented and representation is legally available
  • Proof of payment of the administrative fee and, for a late filing, documents connected with the applicable administrative procedure

Does the property owner have to attend

Not in every case. Depending on the ownership structure and documents used for the filing, the legal owner may attend personally or appoint a representative under a notarised power of attorney. Where a property has several owners, the authority and consent of each relevant owner must be addressed before the appointment.

Where the application is filed

A paper application is normally submitted to the local registration authority or an administrative services centre serving the address. The applicant may use a representative acting under a duly notarised power of attorney where the procedure permits representation.

Before changing address or renewing a permit

Check that the residence record, property documents and new residence card are consistent. A change of address, a new card or a gap in registration can affect later immigration filings, so it is better to resolve the record before the next permit or permanent-residence application.

Treat address registration as part of the residence-permit process and prepare the owner documents before collecting the card.
