Registering one's place of residence in Ukraine is an essential step in complying with the legislation during the stay in Ukraine. Here's a brief guide to make the registration process smoother and less troublesome for you. Also, you're going to find out about fines, responsibilities, who can register place of residency
As known, a foreigner can legally reside in Ukraine based on the following documents:
Permanent residence permit;
Temporary residence permit;
Refugee identification card;
Identification card of a person in need of additional protection;
Identification card of a person granted temporary protection (hereinafter - passport document);
Certificate of protection in Ukraine.
Foreigners are required to register their place of residence within 30 days of receiving one of the aforementioned documents. Otherwise, a fine amount of 1700-5100 UAH will be applied for the person when migration officers find out during an inspection, and in some cases, to the inviting party (a natural person, spouse or entity, depending on the type of visa). The next step involves the foreigner approaching the relevant state authority. In this case, we are considering a visit to the local administrative service center (CNAP aka ЦНАП).
To register, the international person or its representative must submit the following documents:
Passport;
Notarized translation of the passport;
Identification document (for foreigners, this could be a permanent residence permit, temporary residence permit, refugee identification card, identity card for persons in need of additional protection, identification card for persons granted temporary protection, or a certificate of seeking protection in Ukraine (excluding a certificate of registration of an internally displaced person));
A written application (completed on-site);
Receipt for payment of the administrative fee (which can be completed on-site, the amount of this administrative fee is approximately 45 UAH);
Application for deregistration of the person's place of residence (if registration of a place of residence is carried out simultaneously with deregistration of the previous place of residence).
If the place of residence is registered by the legal representative of the person, the following additional documents are required:
All documents (originals) that the foreigner must submit (as specified in the list above);
Document confirming the identity of the legal representative (passport);
Document confirming the authority of the legal representative (power of attorney).
During the residence registration procedure, each of property landowners must be present or provide a power of attorney. The landowner should have the following documents with them:
Passport;
Documents confirming ownership rights to the real estate. Note! If there are few landowners, everybody listed as owner in the ownership documents needs to be present or have a trustee in place with a valid Power of Attorney.
The document is processed within up to three working days. For those who are renewing their temporary residency permit (TRP), it will be better to link your new TRP to current registration address by visiting CNAP with new TRP card and registration address. It is best to say "Я отримав нову посвідку на тимчасове проживання. Я хочу оновити дані про моє місце реєстрації до цієї посвідки" (I received new temporary residency permit. I'd like to link my new residency permit to the current registration address.). The same process is done with bank and some other private and public body but it is outside the scope of the article.
In summary, registering one's residential address in Ukraine is not only a legal requisite but also facilitates access to essential services and benefits within the country's legal framework. Compliance with registration procedures contributes to maintaining order and accountability in Ukrainian society.
