The Head of the State Migration Service, Nataliya Naumenko, provided important insights into migration within a military context. She discussed measures designed to simplify the residency arrangements for foreign citizens with contracts in the Armed Forces of Ukraine.
One significant measure is the extension of their stay in Ukraine beyond the contract's conclusion. Such foreigners no longer require temporary residence permits, eliminating unnecessary bureaucratic processes with the migration service. The rule now stands straightforward: possessing a military ID grants legal status within Ukraine.
Specifically, a foreigner's military ID is considered equivalent to a temporary residence permit. After their contract expires, foreigners have several options based on their nationality documents. They may apply for immigration permission. Furthermore, those who continue to serve or hold state awards can even obtain Ukrainian citizenship through an expedited process.
Additionally, there is a discussion about a draft law addressing various issues concerning the status of foreigners residing in Ukraine, including situations where injuries result in the termination of contracts with the Armed Forces. The draft law aims to resolve these matters and streamline procedures for foreigners and their family members.
The draft law also addresses the situation of foreigners holding temporary certificates of Ukrainian citizenship, extending the validity of these certificates. Importantly, this draft law seeks to address the status of foreigners within Ukraine, even after the conflict has ended.
Regarding questions about refugee status and the refusal to grant this status prior to the start of full-scale invasion in 2022, the draft law reaffirms the legal status of foreigners with contracts in the Armed Forces of Ukraine on Ukrainian territory.
This draft law takes into consideration various aspects of foreigners residing in Ukraine and aims to address their issues, providing support and protection for their rights and status.
In summary, the discussed measures and proposed draft law demonstrate Ukraine's commitment to simplifying residency for foreign citizens with military contracts, protecting their rights, and providing a clear legal framework for their status.
These initiatives emphasize Ukraine's appreciation for their contributions and its dedication to maintaining a welcoming and supportive environment, even beyond the resolution of conflicts.
